Before joining the law faculty, he served as senior counsel on the Congressional-Executive Commission on China and was an International Affairs Fellow at the Council on Foreign Relations. Minzner's experiences abroad while working as a Yale-China Legal Education fellow at the Xibei Institute of Politics and Law in Xi'an are reflected in his published works detailing Chinese Law.
