His research focuses on positive political theory and on American politics. He is the author of Models of Imperfect Information in Politics (1986) and of journal articles on positive theory and on American legislative and electoral politics. In the past decade, his published research has concentrated especially on game-theoretic general models of leadership and social institutions. He received his Ph.D. from the California Institute of Technology in 1980. Before returning to Washington University (where he had been Associate Professor until 1987) in 1999), he was Don Alonzo Watson Professor of Political Science at the University of Rochester, serving as Department Chair there from 1991-1996.
