Hoal is a former director of urban design for the City of St. Louis and founding principal of the design and planning firm H3 Studio Inc. He has practiced architecture, urban design and community based planning in both the public and private sectors in the United States and South Africa; has lectured nationally on the design and development of sustainable, livable cities; and serves as an urban design and development advisor to a number of cities and civic organizations.

Neighborhoods key to rebuilding New Orleans, master planner says

The French Quarter, the Garden District, the Treme, the Lower Ninth Ward. Perhaps more than any other American city, New Orleans is a collection of individual neighborhoods — 72 in all — each with its own history and culture. In many ways, these neighborhoods represent both the key and the key challenge to rebuilding the city, says John Hoal, Ph.D., associate professor of architecture in the Sam Fox School of Design & Visual Arts at Washington University in St. Louis. Last week, Hoal's firm, H3 Studio Inc., was one of five selected to lead the Unified New Orleans Plan, which will coordinate rebuilding in the city's 13 planning districts. More...

Hoal co-founded St. Louis' Urban Design Department in 1990 and served as director of urban design from 1993-2000. Major projects include the 1995 Forest Park Master Plan; the Gateway Mall Urban Design Plan; the St. Louis Boulevard Plan; the Washington Avenue Loft District Plan; the Gateway Village Master Plan; the Multi-Modal Transportation Center; various redevelopment plans for the Mississippi Riverfront; and numerous commercial districts, parks, greenway and neighborhood plans. In 1999, he completed - as project director - St. Louis' $1.4 billion Downtown Development Action Plan. He currently leads the design for the implementation of the $110 million Master Plan for improvements to Forest Park in St. Louis and the $96 million, 200-sq. mile Confluence Greenway System at the confluence of the Mississippi and Missouri rivers.

From 1993-1998, Hoal directed the Mayors' Institute on City Design: Midwest, a National Endowment for the Arts-sponsored program to educate city mayors on the importance of urban design in the development process. Over 30 city mayors from the Midwest have participated in the Institute and received professional consultation on city design and development issues.

Projects Hoal has worked on have received more than 30 design and planning awards. National awards include the 2002 Congress for the New Urbanism National Award for Excellence in Regional Planning; the 2002 Outstanding National Planning Award from the American Planning Association for the Confluence Master Plan: A Conservation, Heritage and Recreation Corridor, St. Louis; the 2000 Honor Award for Planning from The American Society of Landscape Architects for the St. Louis Downtown Action Development Plan; the 2000 Outstanding National Planning Award for Implementation from the American Planning Association for the Forest Park Master Plan; the 1999 Catherine Brown Award for Landscape Urbanism from the Congress for New Urbanism; and the 1996 James C. Howland Award for Urban Enrichment from the National League of Cities.

Hoal began his career in South Africa working on large-scale urban design public projects as well as residential, institutional, and recreational architectural projects. As a member of the City of Durban's architectural and urban design team, he worked on the Historic Civic Center Plan and was project architect for the highly publicized Beachfront Pools.

Hoal holds a professional Architecture degree with highest honors from the University of Natal, South Africa; a Commerce degree in Urban and Regional Development with merit from the University of South Africa; a Master's of Architecture and Urban Design with the Frederick Widmann Prize; a Master of Arts; and a Doctorate of Philosophy in the Philosophy specializing in the theory of Architecture and Urbanism from Washington University in St. Louis. Hoal was a Fulbright Scholar 1987-1989 and was elected a Fellow of the Institute of Urban Design in 2001.
